I recently purchased 9n project tractor not running. It looks like the previous owner had the timing cover off as there is sealant around it. The distributor housing was broken on the back and the bushing was cracked. I purchased a new distributor and when I installed it the rotor when spins seems to wobble around, not staying true to center. I have good spark and fuel but still not running. It appears someone welded the crankshaft bolt onto the pulley and I was wondering if there was any way to check timing without pulling the cover in case they assembled it wrong and am I looking at a cam replacement or is the slot in the end of the cam repairable/ replaceable, it looks worn but am not sure if that is causing the wobble. Any ideas would be appreciated. Thank you, Jim
