Since the distributor was replaced that suggests all the bushings are new. If the shaft spins true with the distributor off, it should also spin true (without wobble) on the tractor. If the camshaft drive is worn, that shouldn't matter too much, as long as it still turns the distributor. If the rotor is loose, make sure the rotor still has that small metal clip that keeps it tight to the distributor shaft. The clip may be inside the old rotor or steal one off the old distributor shaft.
