Sorry, got busy at work today and didn't get on line. I was not completely sure if the front distributor had the clip under the rotor. It's been months since I had the distributor off my 2N and my memory is not getting any better. There must be a reason if the rotor is loose on a new distributor. Maybe wrong rotor. A new distributor should have new bushings, and the shaft will turn true with no side play. It takes very little side play to make it impossible to set the points. The top bushing is easy to replace, but sometimes hard to do without bending the frame that holds the top bushing. The entire top plate can also be purchased complete with bushing and points.
Yes, with the No.1 piston at TDC on the compression stroke the rotor should point to the No.1 plug terminal in the cap. This is not accurate enough to spot the cam timing being off by just a tooth. Larger errors, like 180 degrees off would be apparent.
