Ford 600

On hydraulic pump of an naa or 600, is there suppose to be oil in the hole covered by the allen head bolt closer to the seat ( I know oil is suppose to come out the plug in the pump end cover). Also, is there supposes to be oil coming out the plug under the seat on the adapter plate?

I am awaiting adjusting instructions from Zane, just trying to get an idea of what my problem is.
