on the first question...I believe you are describing the allen screw plug for the inlet side of the pump. That side will have oil in it if the pump has it's prime but should not be under pressure as I understand it. The output side will have pressure if the pump has it's prime.
Not sure about your second question but appears you have something leaking that shouldn't be. Might have some bad threads on that plug if it is leaking oil.
