You have to pretty much dis-assemble the governor to remove that seal. The pin in the governor fork has to be removed to get that lever assembly out. Since you are that far into it you may find you need more than just the seal. If it was me and the leak is not that bad and the governor still functions as it should I would just leave it as is.
