Figured I'd post an update and show how the governor compensating spring fabrication project turned out.
I was digging around in an old implement shed on my father-in-law's farm, yesterday, and found a pile of blades for a flail mower (that is no longer in use). The hole was the perfect size and I was able to shape it with a cut off tool and my bench grinder, but there was no drilling through it - ruined a brand new cobalt bit - so I notched it with the abrasive wheel on my angle grinder.
TSC had a spring with the correct tension, but it was too long, so that had to be modified to 4.95". The spring cost $2 and was my only expense.
