The governor does not come into play until the spring is stretched. Then when the engine speeds up the fly weight in the governor counteract that lenghtening of the spring to hold the speed steady.
Where the lever is is irrelivant. If you want it to start moving the spring earlier just shortn the rod to the govrnor.
