I have a '41 9N that slows down going up gentle hills and spseds up going down without touching the throttle. This is while the throttle is set pretty low so as to not travel too fast over rough ground. Is it possible a higher throttle speed would eliminate the speeding up and slowing down or do I need to rebuild the governor?
