If you plan on keeping the tractor & want it to work correctly, pull the top cover, rebuild the lift cylinder & adjust the linkage. Then, drop the pump for a good cleaning. Otherwise, many folks have lived w/ the symptoms you described for years.
See tips 3 & 4 re the fluid change.
