I'm not sure I have a solution for you, but I'll share my experience with a 660.

When I bought the tractor 3 years ago, I didn't think the governor worked. And it if did it sure was very little. If I went up a hill I couldn't detect any increase in throttle at all, the tractor just slowed down a bit. I dug up the adjustment procedure and gave that a try. I took all the linkage off and cleaned it up and adjusted it. It seem to help a bit.

When I rebuild the engine 2 years ago, I checked everything again. This time I had the governor off. I cleaned it and like yours it looked like new. Once I got it back together, the governor seemed to be working better. But not aggressive like my 8N is. I'm beginning to think that this governor is just much more responsive and that I am just not noticing it work. Might be the bigger engine too and not needing as much throttle.

My two cents worth, hope it helps.
