I think I would double check the adjustment. If the governor is OK and the linkage hooked up properly, that is the only thing I can think of.

Here is the procedure I used. I picked this up somewhere along the way. I don't remember who posted it, but he deserves the thanks,

Have the backend of both rods loose. With the governor arm held back at its most rear position and the carb throttle shaft at its rear position (high idle) adjust the (short lower) rod to a just fit position. Now adjust the idle screw on the carb throttle shaft out (counter clockwise) until it is just off the stop. Now hold the governor arm forward and have the throttle lever on the dash up or idle position, adjust the throttle rod (top ,with spring)to a just fit position. remember to reajust the adle screw to idle at 575 rpm or so when running.

Its worth a try.
