I did a bunch of internet searches like everyone else. Silvering as a process seems to be confined to glass. Recipes use tin and mercury or tin and silver to form an amalgam that sticks to glass. For metal, "silvering" turns out to be chrome plating.

BTW - car collector/restorer websites all over the world contain discussion forums where folks go through the same grief that you have gone through. People have tried everything. Re-chrome plating is available, but pricey at $50 to $100 per headlamp. And, that's assuming that the reflector can be cleaned down to bare metal without falling apart.
