assuming you got the correct bearing shells for your main / rod, and you have all new pistons and rings and liners.. I'd expect her to be tight, but turnable. Use a good assembly lube and if you want an idea of how tight it is.. slip a torque wrench on and see what it is doing.
it's not uncommon to have to pull start a real tight engine on it's first run if the starter won't kick it over.
