When you depress the clutch, this puts a force on the pp/flywheel/crankshaft, trying to push it forward, which applies a force to the crank mounted gov assy that acts to push the gov arm forward, thus moving the carb linkage toward closing the throttle plate, resulting in a slower speed. It seems minor to me, as in stomping ants when about to be trampled by elephants. :)
