The lift is lifting all the way. Just because you can raise the lift arms more means nothing. It's supposed to do that. You are just manually raising the arms past where the ram cylinder can.
Trying to adjust an 8N lift using the popular manuals is almost impossible because they are using measurements that would work on a lift that is perfect condition with no wear. I've not seen an 8N lift in that condition in my 60 years of working on them????
If you want to get it right you must have a solid point to adjust to. That is why I make the 8N lift adjusting jig fixtures with instructions etc.
