When I first got my 8N, I had to fix a similar steering issue. I wanted to tighten things up so I lifted the front wheels off the floor and started the process to see what was loose and what was still good, shaking, turning, and doing a close visual inspection . I did what you did with the sector adjustments, and then I made sure the steering gear had adequate lube in it. I replaced a couple rod ends that were worn out. I repacked the front wheel brgs. Checked the spindles for wear and made sure I had straight rims. Then once I had it back down on the floor, I set the toe-in. It all helped with the shaking issue it had at first. The one thing I haven't done that should help it even more is to replace the front axle pivot pin and bushing. I know it is worn severely. I did straighten the radius rods which was fun. There is so many things that can be worn or loose that affect the steering. Setting the toe-in is sure to help some.
