Because the 2N Tractor was marketed by Ford as a new model. I think the unique war time tractor carburetor (because of the two pivot choke arm), would have received the new model # 2N-9510.
Then Ford might have went back to the normal # 9N-9510-1 when resuming normal rubber tired tractors.

I have seen two pivot choke arm Marvel-Schebler #TSX-38 carburetors on eBay. The sellers have referred to then is industrial application.
