With the linkage separated, I was able to wrench the shaft CCW. There is spring back - pressure. It's been a while since I put this tractor back together, so I can't say for sure if there were issues with the orientation of the disc, issues with the T/O bearing, the forks or springs. Wish I could see through steel.
