Yes.
That's why there is a voltage regulator in the circuit.
Use the flow chart to trouble shoot the problem.
Or, just replace all the wiring, v/r etc and assume it will fix the problem.
BTW......if you remove the breather & tool box, rewiring & installing a new v/r is much easier.
