If it was the RIGHT rear wheel that was wet (sitting on the tractor), I'd look for a blown gasket where the riser tube matches up with the top cover. Fluid on the Left rear tire would usually be coming from a bad axle seal. It's hard to lose enough oil out the axle seal for the pump not to work. The pump draws from the very bottom of the sump, so it would have to be a few gallons low.
