Side-mount distributor oiler

Putting my '51 8N back together, and I'm pretty sure my oiler is either broken, or wrong for my distributor. I've attached some pictures, can anyone offer any input? The little ball in the center will depress a little bit, but I don't know how you would get oil in to it. Also, there was no wick inside. The distributor has been mounted with the oiler pointing to the block, so it hasn't been used for years. It hasn't seemed to bother the ignition at all.
