9NBN would indicate an industrial model. The military tugs were B-NO-40 or 25. You are seeing "I" but it is a "1". Ford used the "I" for "1" and lowercase "b" for "6" and "9".

They did not have a PTO or a 3-point lift. I'll dig up a couple of photos for you and post after this.
