Both. If the damage is just in one place, and there is room, use the file to carefully fix the damaged area. Then use the die to finish the job. The problem with just the file is the ability to go all the way around the fitting with nice even strokes at the correct angle. A thread file is a good tool, but requires some finesse. The die is also a good tool, but a little tricky to get started straight if the threads are damaged. Kinda wordy explanation. Used to be a toolmaker in a former life.
