Sure it does. The base of the bulb is metal. The end of the metal socket has the wire with a tab thru it for the HOT wire to contact the bulb end point and the bulb housing, metal, and socket complete the circuit with a ground. I always test my lamp assemblies with a 6VOLT Dry Cell battery on the bench/kitchen table to be certain all connections are being made before I assemble the lamp itself.
