If you have air leak on the intake,you will never be able to adjust the idle down to the low specs. I
The idle needle adjust idle air and if you are leaking in extra air, you will not be able to close the needle of enough to slow it up,
places that will leak air in are the throttle shaft, gasket between carb and manifold an intake manifold
