I played with it a bit more today. The governor is definitely not letting the throttle bottom on it's stop. Does anyone have a copy of the 'governor adjustment procedure' they can send me? Next up I will try to spray some starting fluid to see if I can locate a big vacuum leak. That on order the shop manual !
