Yes, some things can be stopped by defunding, but, of course, demos will simply insist that everything on their wish list be included into an omnibus bill that "must" be passed to avoid a shutdown. This always works for demos.

Other things like building walls, pipelines, drilling, etc., cannot be accomplished by defunding.
