Well, I believe it was New York that had "Felony Frank" hot dog stands until it was found out that actual felons were operating them. The public outcry was amusing.
Don't know if they are still around or not.

Ex-cons selling hot dogs and making a living should be outlawed!!!
Hunter got probation. Does this mean he can't run a hot dog stand?
Inquiring minds need to know.
