As far as I know, the dog legs were always "pre-punched" for lights. I have seen mentioned somewhere that some very early '39's came without the pre-punches but this should not apply for a 1940. Your '40 should have smooth doglegs, not the doglegs with a bolt head visible down near the bottom. There was a bracket hidden behind the dogleg that attached it. If you are missing a bracket, please post and I have a copy of the original blueprint for the bracket that I can upload. You can fabricate one from 1/8 in steel fairly easily.
