To simply answer your question; yes, I can positively confirm that it is leaking.
The question that remains is where?
Looks like it could be either the sector shaft seal or maybe the sector cap seal.
I would clean all the oil off of it, add more 90W to the steering box
and watch to see where it seeps or drips from.
Then get your I&T FO-4 manual out and read up on your steering box.
Decide if you want to fix it or just add more oil once in a while.
