Back it out (CCW) to allow the throttle plate to close fully against the throttle bore.
Loosen the two screws that clamp the throttle plate into the throttle shaft.
Hold the throttle lever fully closed, assure that the throttle plate is fully closed against the throttle bore and tighten the screws.
If not certain, verify thet the throttle plate is properly oriented in the throttle shaft (not upside down). The throttle plate is beveled to allow proper sealing in the throttle bore. It will not close and seal properly if upside down.
