They were supplied through the dealers and/or external vendors. The internal ones look better, but you lose the functionality of being able to remove some to tune the actual amount of traction you need. The pie weights give you this. For example, you may want all the pie weights installed to plow with or skid logs out of the woods, but would want to remove most of them to finish mow yard areas so you didn't leave tracks. The pie weights (Ford called them "Vari-weights") give this flexibility.
