Adjust as outlined in the FO-4 service manual. If you don't have one get one! You start changing springs and you will have problems. Find someone with a tractor like yours and see how theirs responds. Learn what to expect from yours.
With it running, if you try to increase rpm by moving the gov arm by hand, does it push back at you? It should.
