I knew I had to be doing something wrong with the governor installation. I had the same problem with two different governors. I'll try your fix and hope that works.
I didn't measure the T/O bearing thicknesses - between old and new - but they looked pretty much the same. You are probably right - I was likely not able to get the T/O bearing to put enough pressure on the PP levers.
