Is it requiring too much choke, in order to keep it running? If so, you might be looking for a vacuum leak.
RE: Bruce(OR) post. Plug wire resistance he gave was for an electronic ignition system. Your tractor, standard ignition, should have solid copper wires and show low or no resistance.
