Bob,I'm assuming they will idle at startup? And after warmup they will still idle? Now,,question,,do you force the engine speed lever to full speed? My thought would be to follow the speed linkages all the way through for binding (maybe).Take the linkages loose from the carb and finger play with them to check for no binding.Check the linkage also to the govenor for binding.One place on the 8N check the bottom of the speed linkage down adjacent to the steering box for a loose part no.9807.
