There is a drain bolt at the bottom of the fuel bowl of the carb. Remove that to test flow. That way, you are testing the entire fuel line from tank to carb. Work backwards from there (carb float stuck, screen at fuel inlet blocked, and so on) to find the blockage if you don't get a good flow as mentioned from others.

I think you mentioned having an inline filter? Don't really need one if you have the three filter screens in place and the inline ones can be problematic at times. There is no fuel pump on N's and the system was not designed for the typical glass-tube inline filter.
