When checking the gas flow to the carburetor the engine should not be running. It should be stopped.
Pull the plug at the bottom of the carburetor and it should flow in a steady stream. If it does not check the screen filter that is attached to the elbow that is screwed into the carburetor. If you still do not have a good stream you will need to pull the bowl/valve assembly in the gas tank. If you pull the bowl/valve assembly the tank will need to be emptied first.
