I second the cloth tape technique. I have used it for years and it always gets me closer than anything else. I have never used pieces of belt with it though. I just lay the tape in there real gentle so it doesn't crease. Measure for both ends of the adjustment so you have an idea of the range in sizes. Yeah if you measure the belt on the outside like that you may be getting a belt that is smaller but by the time it stretches it is on the money
