1950 Ford 8N govenor problem

My tractor starts and runs fine until l attach a blade or dirt scoop then when l throttle it up it will rev up and then slow down continuesly I ordered a govenor from ebay but no change.
Everything l have read the symptoms lesd to the govenor Should l be looking for something else
