Ferguson PEO-21 Sickle Mower

So thanks to all who responded to manual request for my Ferguson Peo -21 Sickle mower. With the help of the manuals I received I have been able to get mine installed and running.I still have a problem with it I can't figure out. When I go to lift the sickle bar up with the Ferguson system the cable pulls the whole mower up and it bottoms out on my exaust pipe before the bar will start up. The manual says if the inner shoe spring is too tight it will cause this problem. I loosened it and it still does it. any ideas? I'm sure I'm missing something.
