It's one of those tasks where three hands would be nice. I used needle nose pliers to get mine on. Install the section that folds over the edge of the bulb, and the straight wire under the ledge around the edge of the housing, then hold the bulb and grab the wire section that bends at 90° with the pliers and bend it out to get it under the lip.
