If working as it should, it should not be over speeding. Centrifugal force works against spring force. Those worn arms are lessening the spring force and I suspect, allowing it to speed up.
I am a bit surprised that the smarter n'me people haven't shown up. I would be tempted to locate a bronze bushing and minor machining to fit it in to eliminate the slop.
