1952 8N Governor preventing slow idle

I have adjusted the linkage according to the manual to prevent over speeding of the engine. I have the carb idle speed screw adjusted. I can push down on it and the engine will slow, but then the governor slowing brings it back up. My arms on the governor have a lot of paly in them. Could that be the problem? Other than that, the governor works as it should. Thanks!
