If your pump was bad replacing just the vanes won't help. The outer housing that the vanes run on will wear faster than the vanes so it is best to replace the center section of the pump as a unit. Even a good vane pump will not self bleed. You can put air pressure in the hydraulic dipstick tube with the pressure line loose and the tractor running at low speed. When you get oil flow shut the tractor of and tighten the pressure line.
