I agree, I would first hit it with a thinner penetrating oil WD40, ZEP, PB Blaster type oil, Then blow compressed air in the #1 cylinder using a rubber tip blow gun (Valves closed in neutral) This will help force the oil into the rings to help break up the rust, After all that then put a little heavier oil in and let it sit a few days.HTH
