1950 Ford 8N brakes and serial number

Hi everyone from the beautiful mountains of NC. I bought a 1950 Ford 8 N and was told the brakes were newly installed. However when I try to apply the brakes, they don't seem to work. They don't squeal and the pedal travel distance is very little.

My second question is I am unable to read the serial number. Is there another number stamped anywhere? The distributor is a side mount.
