9N kills on a downhill slope.

My ‘41 9N runs great except it kill on a downhill slope. I am suspecting the float needle is not working properly. It idles and runs nice and smooth. But, it does flood out to the point on gas coming out the snorkel. I am thinking of a carb rebuild, although it starts right off. Any thoughts?
