It's not really pertinent because I thought that you were referring to the bolt that holds the adjustment bracket to the engine. Del correctly interpreted which bolt you were talking about.

But, to answer your question the 1/4-28 x 7/16" means a 1/4" diameter bolt with 28 threads per inch and 7/16" long.
